To incorporate at-risk populations into emergency preparedness planning, public health staff in Chicago and Cook County (IL) have formed a joint Special Needs Advisory Panel (SNAP), a partnership of social service, emergency management, and public health agencies. The SNAP focuses on creating a community communication network, coordinating the response approach, building agency and community capacity through train-the-trainer programs, and educating at-risk individuals and families for preparedness. The SNAP can serve as a model for other local health departments.
Pandemic Influenza Communication Strategies for Vulnerable Populations

This session will present the results of formative research conducted among culturally distinct population groups to assess social, cultural, and environmental determinants of adherence to the CDC pandemic influenza mitigation guidelines. Prospective community mitigation strategies are likely to be challenged by members of vulnerable populations. Small group discussions will explore how to incorporate the findings into local planning for pandemic influenza. Selected ideas from the small groups will be presented back to the larger group for discussion.

State governments should have pandemic operations plans describing how they will maintain critical functions and should assist local communities, businesses, and organizations in doing the same. This session will be a multiagency discussion regarding the community mitigation sections of the pandemic influenza state operations plans reviewed by the CDC in June 2008. It will detail the background and purpose for the reviews, the review process, and implications of the results. Audience participation will be invited for purposes of improving the review process.

Balancing the free flow of commerce with active entry screening measures requires an understanding of both the static and dynamic components of the aviation transportation system. A variety of innovative models and tools have been developed to assist hospitals in their pandemic preparedness. They are being used to review existing policies and procedures, identify gaps, adopt new policies and procedures, and generate a pandemic influenza plan that will facilitate a more effective response during a crisis. Attendees will learn about planning tools from New Jersey and Virginia and how to adapt them for use in hospitals and health care facilities in their own jurisdictions.

The CDC Division of Strategic National Stockpile (DSNS) recently hosted a national Closed Point of Dispensing (POD) Workshop during which federal, state, and local planners discussed challenges to recruiting private sector organizations to become Closed PODs. They shared lessons learned and planning resources. Products of this workshop include recruitment and operational planning templates for SNS/CRI planners to use when approaching organizations to become Closed PODs. This session will help planners who are exploring or implementing Closed PODs as part of their dispensing strategy within their jurisdiction.
